I think that �Ɂ@implies some sort of action towards an object.
Whereas �ց@is a more general form of �Ɂ@implying that no action towards an object.

Doesn't matter. Only upon preference.
In both instances provided above, either "Ni" or "He" are perfectly ok!

Yup. There's one in London, I'm not sure if Scotland / N.I. has a separate location - but all this stuff is on the web if you Google it.
