Well, I think a few years back there was a big scandal near Okinawa involving the rape of a Japanese girl by US soldiers stationed there. And, the Japanese were unable to prosecute them due to the sanctioning laws set forth.
And, not to be picky, but I think it is kind of obvious that the US, although very diverse in culture, still has lots of racism and prejudice (not saying other countries don't), but the US is well known for it.
Thus being so, sometimes Japanese establishments are closed off to non-Japanese natives. An Asian might get past the door, but you would need some Japanese language to go further.
One example of this, although maybe not suitable to be heard by minors...
Japanese Soaplands are closed off 95% of the time to people other than Japanese natives. I don't know the exact reasoning behind that, but maybe they think foreigners have enough STDs that it will eat through 3 layers of condoms.
