A little off topic but according to the OP this is kind of based off a new program that began implementation in 2007...
Does that mean that Japan never used helicopters for life line flights before? Cuz its a fairly common practice here in the States, I know most of the hospitals around here have a helicopter or at least a helipad to take in critical cases that are flown in.
